Kenneth Winston Starr was an American lawyer and judge who as independent counsel from 1994 to 1998 produced the Starr Report, the document of more than 450 pages graphically detailing President Bill Clinton's relationship with White House intern Monica Lewinsky that triggered Clinton's 1998 impeachment. As president of Baylor University from 2010 to 2016 he was demoted, then resigned, after an internal investigation found his administration had repeatedly mishandled and minimized accusations of sexual assault by football players. In 2019 he served as a member of Donald Trump's first impeachment defense team.
