Charles Bernard Rangel was an American politician who represented Harlem and surrounding districts in the U.S. House of Representatives from 1971 to 2017. As chairman of the powerful House Ways and Means Committee, the chamber's tax-writing body, he was censured by the full House in December 2010 over 11 ethics violations, including failure to pay federal income taxes on a Dominican Republic vacation home and the misuse of a rent-stabilized Harlem apartment as a campaign office. The censure made him the first House member in nearly three decades to be formally rebuked on the chamber floor, and forced his ouster from the Ways and Means chair.
