William Jefferson Clinton served as the 42nd president of the United States from 1993 to 2001 and was only the second president in U.S. history to be impeached, charged by the House in 1998 with perjury and obstruction of justice for lying under oath about his sexual relationship with White House intern Monica Lewinsky. His administration signed the 1994 Violent Crime Control and Law Enforcement Act, which expanded mandatory minimum sentences and accelerated an era of mass incarceration that disproportionately devastated Black communities, and the 1996 welfare reform law that ended Aid to Families with Dependent Children. He also signed Don't Ask, Don't Tell and the Defense of Marriage Act, codifying federal discrimination against LGBTQ Americans, and his 1999 repeal of the Glass-Steagall Act through Gramm-Leach-Bliley is widely cited as a contributing factor to the 2008 financial crisis.
